DOS Program Management BPA

The purpose of this single-award Blanket Purchase Agreement (BPA) is to provide the U.S. Department of State (DoS) with a broad range of Program Management Support Services to meet the needs of no fewer than twenty-six DoS Bureaus operating both domestically and overseas. The required services will support Bureau programs which are at various stages in the program life cycle.

Available to: No fewer than twenty-six DoS Bureaus operating both domestically and overseas.

Scope of Services: To provide the DoS with junior, mid-level, and senior contractor personnel familiar with, and experienced in, the broad discipline of Government Program Management.

Objective 1 – PM Support Services: Provide Project Management, Program Management, and Program Management Office services and personnel for program support to maximize an organization’s ability to perform its mission at a lower total cost and meet budget, schedule, and quality goals;

Objective 2 - Risk Mitigation: Provide support that evaluates, develops, implements, and manages program risks to ensure the organization’s investments are well thought out, cost-effective, and that these investments support the mission and business goals of the organization;

Objective 3 - Strategic Planning: Provide a wide spectrum of project management support in standardization, training, and development based on best practices to achieve the organization’s strategic goals and enable the organization to apply lessons learned throughout the project lifecycle; and

Objective 4 – IV&V: Independent Validation & Verification (IV&V) is defined herein broadly as a second set of eyes for the Contracting Officer, Contracting Officer’s Representative, and Program Manager, providing senior program management insight. If a contractor is providing program management support services as identified above to one contract or program, they cannot provide IV&V support on the same contract. The primary goal of IV&V services shall be to reduce overall program or contract risk, and work with, not against, the existing program management team to achieve program goals and make the contract a success.
